Conditions and Terms for Transfering Students between faculties

 The Ministry of Higher Education will start applying to reduce expatriation “transfer” students of the first and second level next Saturday for 3 days, in accordance with the conditions set by the Supreme Council of Universities.

Where the conditions for reducing expatriation include:-

First: Transfer to a non-counterpart faculty:-

A student who has been nominated in the coordination process at a faculty outside or within his or her geographical area shall be permitted to apply for transfer to a non- counterpart faculty in his/her geographical area (A) where his/her educational administration is located , provided that availability of the following conditions:-

1-    The student obtains the minimum total grades accepted by the faculty which the transfer is required (regularity/affiliation system).

2-   Complete the admission rules, such as the success of the aptitude tests (if it is required).

An example for this (a student who accepted in the Faculty of Engineering at Assiut University while he is from El- Gharbia Governorate, he/she can apply for transfer to faculty other than the Faculty of Engineering (Science, Math - Arts - Commerce... at the University of Tanta, where the University of Tanta is located within the geographical area (a), provided that he/she has the required grade of the desired faculty.

Second: Transfer to a counterpart faculty

A student who has been nominated to faculty outside of his/her geographical area (a) is allowed to apply for transfer to a counterpart faculty in his/her geographical area (a) regardless of the minimum total score to which the faculty to be converted has accepted.

For example : a student who accepted in the Faculty of Engineering at Assiut University while he is from El- Gharbia Governorate, can be transferred to the Faculty of Engineering, Tanta University, where it is located within geographical area (A), according to the student's rank among students wishing to transfer.

In the event that there is more than one counterpart faculty in the geographical area (A), the student who is nominated for a faculty outside the geographical area (A) is allowed to transfer to the counterpart faculty with the lowest minimum in his geographical area (A).

For example, in Cairo governorate, there are five engineering faculties (Cairo-Ain Shams - Helwan - El Matareya - Shubra) and the minimum for admission, for example, is (392, 391,390, 388, and 387). Only the transfer counterpart faculty is allowed for the lowest minimum, according to the student's arrangement among the students wishing to transfer.

As for the corresponding transfer to reduce expatriation in faculties that apply the two admission systems (regularity - directed affiliation), the following shall be taken into account:

First: The first case: If a student is nominated to a faculty (in regular system) and wishes to transfer to a counterpart faculty to reduce expatriation, the transfer in this case shall be in accordance with the following minimum admission requirements for each of the two systems when transferring between these faculties, as follows in accordance with the decrees of the Supreme Council of Universities:

If a student is nominated to a faculty (in regular system) and wishes to be transferred to a counterpart faculty to reduce expatriation, the transfer in this case shall be as follows:

If the student has a total score that exceeds the minimum total score for (directed affiliation) to which he or she has accepted the faculty to which he or she wishes to be transferred, he or she shall be registered upon approval of his or her transfer in accordance with the (system of regularity).

Second:If the student has a total score equal to or less than the minimum total score for (directed affiliation) accepted by the faculty to which he or she wishes to be transferred, he /she will be registered if his transfer is approved according to the (directed affiliation system).

Transfers are accepted within a percentage determined by the Supreme Council of Universities at a rate of 10% of the places designated for each faculty and according to the faculties’ absorbing capacity.

Faculty of Urban and Regional Planning in Cairo is considered one of the unique faculties and has no counterpart, and transferring from or to it is subject to the transfer system for non-counterpart faculties.

The Faculties of Electronic Engineering in Menoufia University, Petroleum Engineering and Mining in Suez, Suez University, and Energy Engineering in Aswan, Aswan University are considered as counterpart faculties to the rest of the engineering faculties of other Egyptian universities only for fresh students and candidates for the preparatory level, also they are accepted outside the geographical and regional distribution and transfer from them or vice versa according to the corresponding transfer rules.

Considering the Faculty of Medicine in Ismailia, Suez Canal University, as a counterpart to the rest of the medical faculties in the Egyptian universities, and it is accepted according to the rules of geographical distribution, and it is transferred from or to it to the faculties of medicine in the universities.

Students of the Mit Ghamr Center in Dakahlia Governorate are transferred to the faculties of Zagazig University as a geographic area (A) for them.
